Never is a strong word. But I swear, it's more common than you'd think.

Dude didnt read what he asked for, failed to listen to any ideas or feedback he requested and just went around making decisions like he knew what he was doing with absolutely no supporting information or data.
I feel for ya, our team also had a plan w/ data w/ timeframes and he always ignored it. (but would then ask for it AGAIN the next day )
