If one was trying to choose drugs for keeping a population docile and manageable, opioids would actually be a great choice - over time they can cause pretty extreme apathy and general sloth, which from a control standpoint is great... not so great for subjects' well-being, but I suspect most of the powers that be don't really care about that.
