Vermonters don't want state decisions made by "outsiders" - those not long residents. Comments in neighborhood groups include some sort of "proof statement" that you are a "real Vermonter." Like this comment on roads for goodness sake: (part 1)

@Lulz4l1f3 Yeah. If you talk anything public service or political, you get "My family has been here since" and they immediately discount your input. Some have even suggested that people should have to live here x number of years before they can run for office... and some say before they can vote on local issues. Sigh.
OK, I did not know that about the land of Four Seasons: Early Winter, Mid Winter, Late Winter, and Next Winter (Sorry, that's a Burlington joke they sell on coffe muygs to tourists).
