Captain
The captain was elected, just as the U.S. president. The captain was granted total power only during times of distress.

Quartermaster
The quartermaster resembled a judge in settling shipmate disputes and preventing the captain from overstepping his authority.

Crew
Crew members were assigned certain duties. They also had a say in the ship's affairs. In peacetime, major issues were decided through democratic voting, including where to raid.
