@AnneW @Render i remember it being analyzed as more a problem of keeping ships on mission longer than expected and planned and not getting them into dock and giving them time to get fixed up right, and the reason beinf that our current naval doctrine requires us to really be in a lot of places all the time, thus not allowing the chance for downtime to fix broken things.

The curse of Robert Gates strikes again.
Before Gates we had 12 carriers. Enough to keep four at sea (two in each theater), four in port, close to ready to surge, and four entering maintenance/repair/upgrade at any time.
After Gates we're struggling to keep two carriers at sea at any time. More than that means that at least some carriers are spending twice as much time at sea, or more. Which means twice as long in maintenance/repair/upgrade mode in port.
