I swear I read somewhere that Ukraine went to congress with concerns about the call after the aid was held up. Also don't forget the administration gave them their aid AND a SIGNIFICANT amount more after.... I cant remember if I read it reported, ruling, or dreamed it tho. I don't usually dream but i had freaky nightmare dreams about Pence for 2 days last week.....

@Klaatu_Veratta_Nectarine donald's admin actually had to be prodded by congress to release the funds. apparently if the money gets too stale it becomes in accessible. my guess is that he would have withheld until Ukraine gave him what he asked for if he could have.
