Should Halloween be the last Saturday of October or keep it on the 31st?

To me, it makes sense to move trick-or-treating to Saturday, but there are still people who observe religious practices on All Hallow's Eve, so I'm of mixed minds on this one...

I have zero issue if communities as a whole say "hey, we're doing this on Saturday", and sending out a notice to everyone so they can prepare accordingly. But the holiday itself should not change.
