@Florence i do believe this is a premature assumption to make.
f'rinstance, in Texas family code, a minor is defined as a person under 18. HOWEVER, in Texas Alcoholic Beverage Code title 4 chapter 106, Sec. 106.01. DEFINITION. In this code, "minor" means a person under 21 years of age.
106.05 & .06 have exceptions for (1) the minor's adult parent, guardian, or spouse, [...] and is visibly present when the minor possesses or consumes the alcoholic beverage;

@silent_dystopia Sorry, yes, just replied to you again. The AG was asked this specific question and the answer clarified it meant ANYONE under the legal drinking age, whether accompanied by an adult, adult-spouse, or not. But it's possible they were prevaricating, but it was very specifically asked.
