I think he is closer to Saruman, doing the bidding of some larger force and "'building an army" of mindless brutes to force his will. Sauron, to my mind, is Putin.

Yeah, Balrog is also, "Get the fuck out of my country, dudes," even if he ends up destroying himself instead.
