Yeah, because option 1 doesn't work for a dog shirt as option 2 does.

So, I totally thought it would be on the back two legs, which seems to be mostly used if the dog has to wear a diaper.
But ones that go on all four legs are more common, and used to minimize how wet and muddy they get when adventuring
