Sooo...why not make it a state law: all young girls should register with the Missouri AG when she gets her first period so they have a state controlled BREEDING PROGRAM so Missouri won't miss out on federal funding.

TBF, they are one of the "Cows outnumber people" states, so they ARE more familiar with cattle breeding.

Additionally, they should definitely include DNA testing to reduce inbreeding and support controlled linebreeding where there are particularly good breeding specimens.
