Then again, it seems nonspecific as to who must be able to block abusers. Is it enough if itself has the only blocking ability? Or must users be able to block?

Wonder if you have to have a paid blue check account to block. Would that satisfy the Apple/Play store requirements?

I went to the help section of Play store and asked specifically who has to be able to block abusers.. Waiting for them to get back to me.
