The bill I want to introduce;
ANY MAN who desires to have sex with a woman must have a vasectomy, unless a committed couple want to have children together. Otherwise, all single men must be rendered sterile and have proof of such available to show at all times. Prosecution of Noncompliance, jail time equal to penalties for rape.
