@Bix sounds like someone's idea of how to get people to cook their own meals, and buy more wholesome food. enforcement of more economic and health awareness.
i don't get the canned meat and fish though. that doesn't fit. sounds like someone's $$$ in that provision.

@Bix yeah, it's a broadsword where a chef's knife is needed. some kind of fundamentalist basic life skills notion, perhaps. we used to do stuff like that in high school home economics class.
