council refused to put the power referendum on the ballot. The session was 2 hours late, as first they met in closed session to agree on what they were going to do and on political cover. Also they got many citizens to give up and go away, not speak. Those who did spoke forcefully and council sympathized with their views. Verbally only.

All council members castigated SDG&E but then voted for them. Labor unions and their campaign contributions were the deciding factor. The big mistake Power San Diego made was not consulting the unions as they drafted the initiative, allaying their fears of union busting.

It wasn't fully thought through. But utility shills are laughable crying about the huge costs of a public utility. One billion $ to invest rather than profit and exec bonuses.

Meanwhile the (utility company controlled) CPUC continued its mission to eradicate distributed solar. First it made rooftop solar uneconomic with NEM3 to be "fair" to lower income households. Now it cuts off low income households' ability to join into community solar. Require that only generation costs (well under half the total) be considered, and transmission costs (the bigger part) be ignored. Transmission costs = utility profits.
