People sometimes profess surprise at TFG's disregard for the truth. I believe some have speculated that his brain processes truth in a different way, so that he doesn't really understand the difference between truths and falsehoods.

I think it's a lot simpler. It's not that he doesn't know what truth is. He just believes that he will gain more personal advantage by lying than by telling the truth, and he has experience to support that belief.
