@Hopeful2023: I've thought that for years and years.
I've entertained the notion that he hasn't gone to prison before is because he's been a decades-long informant to the FBI. It wouldn't be the first time an informant-criminal was allowed to keep criming because they helped collar other criminals... and because if revealed it would make the feds looks really, really bad(der).
