There are other words for this like chaos-agent and outrage-monger, but I think that conflict entrepreneur is an important term because it ties the phenomenon to the incentive:

I wonder if there's a term which would make people feel like they're getting played. Not so derogatory that it carries a slap, and sparks an over-the-top defensive response.
Rather a term which invites people to consider the reality of ceding their agency to someone else.
