I think this simple question is at the heart of many of our current major issues.
Should we do the right thing, even if implementation is messy?
Or is it paramount to follow the rules, even if we don't get a satisfying/fair result?
IMHO, sometimes the means should take precedence and sometimes we should just focus on the ends. It depends on the situation.
