Why does the Pentagon always bring up fears of escalation in the Ukraine war? Are they less intelligent that our internet twitter generals?

It wasn't that long ago that Ukraine was fighting trench warfare without and adequate supply of artillery shells and even bullets due to this Congress along partisan lines that delayed military aid funding for almost 9 months.

The escalation fear is primarily a worry about the burn rate of our and our allies' current approved funding for military aid.
