For what it's worth, I tend to type in a stream-of-consciousness style, have a "high IQ" and usually find it easy to "connect the dots," but I’m having a hard time making sense of this.
It seems like he has rally envy, and Kamala might have gotten under his skin. He frames his long-winded speeches as interconnected stories, not as incoherent rambling. Maybe he has ADHD or struggles with transitioning between anecdotes?

I relate to this.
I once remember being asked a complex question by a client. I started talking too quickly - before I had an answer. So I kept talking while another part of my brain was working through the answer.
I rambled on.
Then I had the answer.
But I had to bring this thread back towards that subject.
it wasn't pretty.
In the end the client said, "I don't know what the fuck you just said."
I never allowed myself to do that again.
