The earthquake deaths in Turkey just surpassed 20,000.
Absolutely tragic.

Now, what is the "problem"?

I would consider the following:
a) Building methods that are incompatible with earthquakes that happen in that region
b) The authorities have not established procedures to address every scenario, no matter how catastrophic, to save lives when that qty of building collapses

I'm working on "b".

Ultimately, I believe the UN could provide this expedient support.
