Theory: No capable project manager has ever become a conspiracy theorist.

Anyone that has attempted to manage a project involving multiple people will know how hard it is to keep everyone aligned on the goal and to efficiently deliver it.

Expecting everyone to also keep it quiet, forever, is a step beyond that.

Doing it using a government organization is a step beyond that.

@jurban Exactly! I find it extremely hard to believe any conspiracy theory that depends on multiple people keeping it a secret for the rest of their lives.

@jurban I always wondered how so many veterans could become conspiracy theorists. They should have ample experience of scuttlebutt and RUMINT and hopefully know how pervasive and unreliable it is.

Unfortunately I've discovered it works the other way too- "Well all the units I've been in were chock full of people who couldn't keep mouths shut, but I've heard all about these elite organizations where they never slip up."
