What happens if too many R's vote "present" late in the vote in order to push the hand of Byron voters?
Then a D also votes Present?
Then Hakeem only needs ((211 X 2)+1) = 423 to vote.
In the chaos towards the end of the voting the R's could suddenly lose without realizing it.
yet, if there are enough that don't vote until they are called out at the end, they may have enough time to figure out what is happening and vote for McCarthy.
