Maybe Q2 should have been:
- Do they have a plan to "mitigate" Putin that requires something kinetic happening within Russia that only the Ukrainians can currently execute?
@jurban Extremely unlikely. They probably also don't have a viable plan for who would replace Putin if he does suddenly stop vexing the planet.
And looking at the likes of Igor Girkin and his cronies, should give everybody a pause.

Question 1: No. Strategic and tactical war planning remains in the hands of the Ukrainian General Staff.
Question 2: I have serious doubts about mitigating that threat. Unless there are some black magic tricks that are still classified...
