Citizens feel safer knowing that there exists a fundamental degree of security, and they are accordingly more flexible and willing to change. Secure in the knowledge that there is a fine-meshed social security net, people feel free to gain an education, change job, get divorced and have children without ever becoming dependent upon family, employer or friends.
