The sovereign citizen movement has spread from the US into numerous countries including Canada, Australia, New Zealand, UK, Ireland, Germany, Austria, France, Italy, Russia, Belgium, the Netherlands, and South Africa.

There have also been a couple of isolated cases in Singapore, but nothing that adds up to a movement.
