"Two weeks after a mass shooting at the Garlic Gilroy Festival where two San Jose families lost loved ones, San Jose's mayor on Monday proposed a first-in-the-nation legislative idea where the city would require all firearm owners to carry liability insurance for their weapons."
Coverage would include incidents involving stolen weapons, or accidental discharges; the policy won't cover the liability for the intentional conduct of the policy owner.

Not really. If you are forced by law to pay for insurance to own a gun...those who can't afford to pay for it (Read: Minorities and Lower/Middle Class) will have to buy illegally or not own one. This impacts only the poor and already marginalized.
All they're doing is ensuring the School-Prison pipeline becomes a Home-Prison one instead.
So, the impact is: people's Right to own guns will be infringed. Making this an unconstitutional law.

Well-regulated. Fully constitutional.
So, who decides what fee is appropriate? Wouldn't everyone just opt to pay the fee instead? Any fee high enough to be a deterrent to shooters, would be prohibitive for low-income purchasers.
You're setting up a Welfare system. Either you make too much to qualify for the fee, or you don't make enough to afford the insurance.
Either way, no gun for you.

What do you mean by that? Look, I'm firmly in the camp of we need to have laws that keep People from being killed by guns. I'm also in the camp of Everyone should be able to own a gun, regardless of their income, etc. For the protection of others, there needs to be a limit on people with violent tendencies or dangerous mental illnesses owning weapons, but we can't paint everyone with a firehose.

The NRA is as big on low-cost anything as they are giving away money.
The Management is complicit in the shootings, and are on the verge of being considered Terrorists by many people.
