Why is a guy who claims to be a billionaire such a deadbeat that he sticks small towns with big bills for having hosted him?

You don't understand, the small towns should be paying him for honoring them with his presence.
Well, I understand that the money he doesn't reimburse them comes out of THEIR police departments and THEIR schools and THEIR infrastructure.
So, I understand that he's literally STEALING from the people who should feel "honored" to be shaken down by the "most popular thief in American history".
