Without expanding the Supreme Court, I think the best systematic adjustment for its problems would be to limit each justice to a single 18-year term, each term staggered so that the terms end in the summers of odd-numbered years; by way of transition, starting with the justices who have served the longest.

That way each President will nominate at least two justices per presidential term serviced, more if a justice dies or retires before the term ends.

I have suggested something similar before, except 9-year terms, with most senior replaced each year the same date.
