pardons don't have to be announced...so he could've pardoned person X and they keep it until such time they are charged with said crime, and pull out a literal "get out of jail free" card

it's pretty out there...normally pardons or commutations are bestowed upon those already convicted and serving their sentence
it's kind of a bastardization of the process to say "hey POTUS, I committed this crime, but no one has found out yet...lil help?"
