While it is legal to kill a wolf, it is absolutely not legal to torture him. Instead of rightfully arresting him, they slapped a $250 fine on him. I have been a wolf advocate for over 20 years - it gets worse (and harder) to fight for them every single year.... more hoops to jump through, weakened laws/punishments
