I found every "pre-2004" document published by the World Intellectual Property Organization, that contained references to a then-thirteen year "new building proposal" (which had been "kicked down the road" for over 12 years).
They filled up more than one "copier paper" box.
After reading every one, I created: 1. A 5pp title chronology; 2. A 20pp "synopsis" bibliography; 3. A>60pp "in-depth" bibliography; 4. A 35+ pp Report (went to our Swiss Audit Office)
