The events aren’t open to everyone. To attend, people must sign a petition (“free speech”/guns) and must have already voted in Pennsylvania. 
Federal law prohibits an expenditure to any person to vote, withhold their vote, or to vote for or against any candidate. Violators can be fined or face up to one year in prison.
