It seems to me that President Biden could just give an order to send as many weapons to Ukraine as needed. Even if there's no appropriation, he can't be held liable for misusing funds, as according to SCOTUS that would be an official act.

@DavidSalo It would seem that way, but Biden and Sullivan have been dragging their feet this whole time timid of upsetting Putin or something. Ukraine recently noted that 10% of the allocated stocks have been sent. For free Biden could remove the "red lines" and allow Ukraine to target bomber air fields. Not holding out hope for that either.
