It's senseless. Some bean-counter thought this up. They want YOU to pay not to inconvenience THEM.

@mcfate Oh I see, they want to get rid of more bag handling staff. Travellers were bringing bags to the gate. Rather than allowing that like EVERY OTHER AIRLINE they're pressuring travellers. "Anyone without the funds available, not bringing a checked bag, is forced to stand in line to prove it."

I used to be a top-tier United frequent flier — if there were vacant seats in business or first, I got upgraded — but the quality of their service appears to have gone straight to hell.
