Reading the court document and not being a lawyer, looks like the governor tried to evade campaign finance laws and has gotten caught also playing fast and loose with his legal status as governor.
I think he needs to decide if he's a citizen running for office (and pay for the contact list on offer), or a governor NOT running for office in which case he can't have the list.

Maybe.
