He's such a fucking moron. He thought that the Archives, staffed by very smart librarians (ahem), wouldn't dig into seeing what was still missing.

This. Cataloging fresh new material is painstaking, time consuming work. Then figuring out, okay, so what is missing...and was it classified...
I'm sure NARA staff have been hard at it all this time. To say nothing of all the damned electronic documents and messages.
