See, I was 6 week old when I was adopted ... and now, ... now am going to the White House.

He and his puppy siblings were brought to shelter, (poisoned or smthg, I think), Joe saw their story on TV and called the shelter to foster a puppy , then they adopted him.. and the rest is ... history :-)
