I know Seward NE well. They call themselves "the Fourth of July city" and you msy have seen their over-the-top celebrations on TV. One of their traditions for the Fourth of July parade? They used to go down to the interstate, pull over a random out-of-county / out-of-state motorist, "arrest" them, cause them to come into Seward, and have them lead the parade.
