The Black Sea counts as "international waters".

Unmanned aircraft (such as drones and recon balloons) are fair game. AFAIK there is no law regarding downing them and a precedent has already been set.

It's been over a year of US recon drones crisscrossing the Black Sea and narking on Russian movements at sea and on land within the drones radar range.

They didn't shoot it down. Just dumped fuel on it then crashed into it. (wondering how much damage the Su-27 sustained).
