Spacex ran a full damper water test with no EPA clearance. But that's ok, Elon is a genius and should be allowed to do whatever he wants. Move fast and break things mentality is controlling space launch, and brain chips/surgical robots with no oversight. Should be fine...
@ZGF When the fine is less than the testing, it becomes a bill you might not even have to pay if nobody notices.
If the fine is for 3x the damages caused, perhaps it would make more difference.
