Obviously they believe it's too dangerous to carry the two astronauts.
Can you imagine being those two if the craft burns up? That would give you a shiver!

@BrentSullivan It's probably safe. They just can't prove it because the thrusters have been test-fired so much while docked to #ISS that they have no data on reliability, so they opted for the Dragon. This was explained during the press conference.
If there were an emergency between now and September 6 -- e.g. loss of pressure, collision with debris -- they'd return on Starliner.
