Can network television host a special news event Im talking ABC, NBC, CBS, PBS. FoxtrumpFakeNewsNetwork & Cable Networks could cover it. You know with out the need for an act of Congress.

@NOliver Up until the early 20th Century, the President delivered the by letter. There's nothing in the Constitution that requires it be delivered in person, just that the President report to the Congress from time to time.

If the Republicans freeze him out, can always request network prime-time to address the nation, which is what I think would happen. He'd embarrass them publicly with no chance for them to respond.
