Five minutes on Google tells me that Article I Section 10 of the U.S. Constitution probably prohibits from imposing state sanctions on . But ultimately that will be up to a court to decide.

Some states direct where their investments go, but that's different from imposing sanctions.

@Wbtphdjd I think page 3 in that article has the relevant court case, Crosby v. National Foreign Trade Council. Massachusetts tried to punish companies doing business with Burma. The Supreme Court decided that it could potentially conflict with federal policy and hamper a President's negotiating position, since a President couldn't lift a state sanction.
