The first word just means “of the country”, it’s not xenophobic.
A state facility would be “rossiyski” as in “of the state named Russia”.
An athlete could be both “rossiyski” and “russki” or just the former if he’s of a different ethnic origin.
A law could only be referred to as “rossiyski” being a thing of the state, but never “Russian” (unless in a loose sense).
Take Kostya Tszyu: a “rossiyski” boxer but a Korean man.
