The Russians were actually bombing humanitarian channels and shelling car trains with artillery fire during Ukraine’s evacuation efforts, allowing refugees to flee freely only in the direction of Russia.
They would then film those refugees crossing the Russian border to air news reports painting an anti-Ukrainian picture for the world audiences
