He wants to stay in power indefinitely. He doesn't give a rat's ass about anything else.
The "let's restore USSR" trope is simply a convenient curtain behind which he is able to hold on tightly to his throne. The public loves it, so he's riding it extensively.
Make no mistake, this man isn't Hitler, he's worse - his ideas revolve exclusively around his own wealth and security. For that he's willing to kill millions.
