The despicable person that committed this attack is a terrorist and he is not a "lone wolf" .
Although it seems he acted alone , others share moral responsibility , those that use their political or social standing that affords them a bully pulpit to spread or boost anti-lgbtq propaganda that leads to violence, from pedestrian hate speech to mass murder.
