Congress does not certify a single electoral vote.

Congress is simply there to witness that the electoral votes are counted.

Members of Congress can impede the count by objecting to electoral slates for various reasons, but a Congressional vote is not required to approve the electoral votes.

The Vice President simply announces the numbers and cannot Constitutionally do anything else.

Certification happens at the state level, long before January 6.

It totally shocks me but I have heard people I know say this.
